The description is as follows:

Skilled:
You put more effort and time in developing your many skills, which is why you receive +5 skill points whenever you reach a new experience level. On the other hand, you gain a perk a level later than others.

A human with this trait and nothing else affecting his rate would need to be level four to gain his first perk.
