Darkwater is a settlement that is kind of a colony of Junktown. It was founded by Killian Darkwater’s second daughter, Isabelle, shortly after Junktown had joined the New California Republic.

Population: 1.243 (Census of 2240).
Popoulation density: Low.
Terrain: Hilly.
Governmental system: Parliamentary, federal republic, part of the New California Republic.
Who currently reigns: President Tandi Aradesh (NCR)
Mayor Natalie Darkwater.
Military: The New California Rangers (NCRR in short).
Police: Darkwater Sherrif’s Office.
Electrical power supply: Darkwater has several, small and middlesized fusion generators, that mostly power the quarry.
Vehicle provision: There is a bit of lack of firewood, but there is enough fuel for the large trucks, that have begun to replace the brahmin. Apart from that, pretty much all else is available.
Livestock provision: Brahmin and horses are taken care of well here.

History:

Isabelle Darkwater was around 18 years old when the New California Republic was founded in Shady Sands. Ten years later, Junktown became the first city-state to join the Republic — partly due to pressure from her family.
Isabelle believed in the Republic and its ideals and wanted to contribute to the success of the young nation (while also improving her financial prospects).

She set out with a group of others, mostly young people, to an abandoned but nearby quarry, assuming that if the Republic succeeded, there would be many construction projects ahead. The gamble paid off, and while Darkwater is not one of the Republic’s largest cities, it is one of the wealthier ones. Additionally, about a quarter of the population consists of super mutants who work in the quarry at a calm and peaceful job suited to them.





Overview of the districts:

City:The city is surrounded by a concrete wall—not primarily for defense, but as advertising for its main export product. The city itself mostly features buildings constructed from concrete and cement. Even the main roads are poured from cement.
Darkwater prides itself on its wealth and boasts both a well-trained doctor and a teacher for the local school. Details on both are listed below.

Quarry:The quarry lies northwest of the city, beyond the city wall. However, the region is safe, and with many super mutants working in the quarry, no one is particularly concerned about the safety of the workers.



Important persons:

Mayor Natalie Darkwater: The granddaughter of Isabelle Darkwater has governed the city named after her family since the last election. Not only is she the mayor, but she also owns the quarry, making her the city's largest employer. She intends to keep both positions and works hard to keep the Far Go Traders out of town.

Sheriff John Hatchett: The sheriff of Darkwater is a former mercenary turned NCR Ranger who eventually became sheriff of the town. With an interesting résumé, he cracks down on crime with full force. For the bar fights that occasionally get out of hand, he hired two deputies — Terry and Stone — who might not be the brightest, but are 3-meter-tall, muscle-packed super mutants.

Doc Myers: The doctor of Darkwater is a specialist trained by the Followers of the Apocalypse in the Angel’s Boneyard. He treats typical wasteland diseases and issues, ranging from gunshot wounds and radiation poisoning to everyday childhood illnesses. What makes him special, however, is that he is a 2.90-meter-tall second-generation super mutant.

Mark Jones: The city’s teacher not only educates all the willing children and teenagers in Darkwater, but also runs the local branch of the Followers of the Apocalypse. He organizes training programs in what used to be called adult education, supports Doc Myers in running the city's medical system efficiently, and is generally a whirlwind of organization and self-help efforts.

Ian Hollister: The largest landowner near the city is Ian Hollister, who owns the large Hollister Ranch and Farm just south of town. His family moved to Darkwater about 17 years ago into a large house that cost them quite a bit and is slightly larger and more luxurious than the Darkwater family's home. Pure coincidence, of course. It definitely has nothing to do with the fact that the Hollister Ranch and Farm is a few years older than the settlement of Darkwater, and that the Hollisters see the Darkwater family as nouveau riche show-offs.
