Vault City emerged from Vault 8. Despite its relatively small population, the city plays a major role due to its extremely high level of technological development.

History:
The oldest buildings in the settlement of Seashore point towards the fact, that long before the Great War the first piers and small huts stood at the coast. Obviously there were people back then, that sailed the water in small boats.
When exactly the settlement began after the Great War is unclear. The oldtimes in town occasionally debate, sitting on the piers and drinking whiskey, when exactly the water stopped being so contaminated, that one could eat the fish again. It's probably that the use of the old piers - and soon afterwards, their restauration - began around 2180 or 2190 by the Meyers familiy. Other individuals and families followed and Seashore grew slowly but steadily.
Around 2240, when their attempt to create trade routes north of Klamath was severly disrupted by the nearby Slaver's Guild operating out of the Den and they finally gave up their outpost in Klamath, the the Crimson Caravans moved their northen trading outpost to Seashore. The original settlers looked at the newcomers from the NCR rather suspicously at first, but with the Crimson Caravans came wares, money and opportunity to earn money with the boats without having to fish.
Currently, the Crimson Caravans make up around a quarter of the popoulation of Seashore and they are the by far richest group in town, which really annoys the Meyers family, that has been there long before those newcomers and has recently stopped working together with them and istead does what it can, to prevent annexation by the Republic.
Overview of the districts:
The pier: The western end of the town is of course, the pier, that stood there long before the Great War and that used to harbor small boats. By now, pretty much the whole pier is a post-war product, part made of stone and concrete, part made of wood. The boats are harbored there, when they are not sailing the Pacific Ocean. One can also find the warehouses of the Crimson Caravans there and the processing plants of the fishers.
The settlement: The pier moves seamlessly into the settlement, where people live and a number of small stores and manufactories can be found. There is much to be found there, from grocery stores, that sell a lot of fish, to angling supplies, boat builders, several smithies and numerous small dwellings as well as the rather large, chained in manor of the Meyers family on the northern edge of the settlement.
The Crimson Caravans outpost in the south west of the settlement, is, like the Meyers manor, chained in. It is also well guarded, a quarter of the outfit is caravan guards or mercenaries, since the Crimson Caravans set a premium on security and since Seashore lies far beyond the borders of the Republic and the Rangers are far away, unlike the slaver's guild. The gates to the outpost are usually open during the day however and trade flourishes, between the settlement as well as with the North.
Important persons:
Earl Simmons, the director of the local Crimson Caravans outpost, possesses the greatest resources in Seashore, as he has the powerful trade empire of his company behind him. They are willing to invest heavily in this outpost because he holds a 5% share of the voting stock in Crimson Caravans, and the company itself has a strong interest in northern expansion. He eagerly and by all means tries to persuade the local population to seek annexation by the Republic – and has already convinced influential friends in the Republic's politics to support this goal.
Stephen Clerk is the quartermaster of the Crimson Caravans and thus Earl Simmons' right-hand man. As quartermaster, he decides from whom the Seashore outpost buys and what gets imported. Since he has been instructed to avoid buying from or importing for the Meyers family, but happens to be more than a little in love with Anette Meyers, this often puts him in moral conflict.
Vanessa Meyers is the matriarch of the Meyers family. She is a Black woman in her mid-50s and rules her clan with a firm hand. While she theoretically supports the noble ideals of the Republic, the Meyers family has long held most of the power in Seashore, and she is unwilling to share that power with newcomers. She finds the Crimson Caravans people on site to be very presumptuous.
Anette Meyers is the firstborn daughter of Vanessa Meyers and her now-deceased husband. She is 42 years old and serves as her mother's right-hand woman. However, she knows that the Republic will annex Seashore sooner or later, as the settlement is simply too important for the growing northern trade. She is trying to convince her mother to find a modus vivendi with the Crimson Caravans and the Republic, while also using her relationship with Stephen Clerk to soften the Crimson Caravans’ stance.
Edgar Meyers, the eldest and only son of Vanessa Meyers, primarily manages the family's fleet of boats. He has cooperated with the Crimson Caravans several times and has sailed their largest boat north to drop off or pick up their traders. He personally has no issue with the Crimson Caravans and is working with his sister Anette to persuade their mother to cooperate more.
Francis Johnson, the second-largest fisherman in town, is now barely involved in fishing. He owns three boats: one large pre-war boat that he restored himself, and two smaller, post-war ones—one a sailboat, the other steam-powered. He captains the large boat himself and now uses it almost exclusively in service of the Crimson Caravans. He sees their arrival as his big opportunity to go from being the second most powerful, long-established figure in town to becoming the most powerful—and is therefore very pro-NCR.
